| Abstract |
Following the CG meeting, other
Donors, particularly Japan and the ADB, as
well as several INGOs, expressed their strong
interest in joining the PWG. This was taken
as a positive sign by the original members,
but it was also thought that too large a group
could potentially slow down the flow of the
work. Another consideration was that the PWG
had been carefully designed to ensure that
there were never more Donors and NGOs than
Government Ministries, thus ensuring a balance
in representation. The Bank therefore suggested
that the Poverty Working Group be reconstituted,
but more with an information sharing role,
while a smaller Poverty Reduction Task Force
be established which would be tasked with
the nitty-gritty of planning and
providing support to MOLISA. Thus a kind of
two-tiered system was developed,
which aimed to be inclusive yet manageable.
