Abstract This paper discusses the design of a methodology for ‘building capable communities’ in a health promotion programme context. The design of the methodology builds upon previous work and offers a new approach, through the use of nine ‘operational domains’, for the assessment and strategic planning of community empowerment. The purpose is to go beyond the rhetoric of participation and empowerment and to provide a better understanding of how community empowerment goals can be made to be operational in a health promotion programme context.
