PREFACE
In May 1999, DFID sponsored a two day workshop
Mainstreaming Gender: Lessons from Experience,
held at the Ghanaian Institute of Management,
Planning and Administration (GIMPA). The workshop
was an opportunity for staff from government,
civil society and donor organisations with
direct experience of trying to mainstream
gender within their organisations, to share
ideas, experiences, and lessons learnt.
The workshop objectives were to:
- clarify the concept of gender and
gender mainstreaming in the context
of Ghanaian national policy;
- present experiences and lessons learnt
on mainstreaming gender at the policy
level;
- present experiences and lessons learnt
on recognising and addressing gender
inequality within the workplace;
- present experiences and lessons learnt
on mainstreaming gender into district
and community level planning and implementation;
- discuss ideas, action and priorities
and contribute towards the development
of flexible guidelines on good practice
in gender mainstreaming for participating
organisations.
This report draws on the workshop discussions
to outline the key lessons emerging from practical
experiences of mainstreaming gender in the
Ghanaian context. It is designed to assist
staff in any organisation government, civil
society or donor who have responsibility
for mainstreaming gender in policy development,
in planning and service delivery, or within
staffing and procedures within their workplace.
We would like to acknowledge the contribution
of the many people and institutions involved
in the workshop. We are grateful to the Honourable
Deputy Minister for Education, Mr Kwabenya
Kyerah for opening the workshop; to the Ghana
Institute of Management and Public Administration
for providing the facilities; to the presenters
and participants; and to the consultants and
their teams of rapporteurs and facilitators.
